MAN GUILTY IN ASBESTOS LIABILITY CASE.(CAPITAL REGION)

An Albany man pleaded guilty Thursday in City Court to falsely portraying that he had liability insurance when he did asbestos abatement work for the Cohoes Housing Authority's Manor Avenue Sites.

Self-employed contractor Jay Thorn, 31, of A+ Asbestos Abatement of Albany, gave the Cohoes Housing Authority an insurance certificate that said his company had liability insurance even though it did not, said Assistant Attorney General Richard Ernst.

Thorn was a subcontractor on the housing job, and sometime between Dec. 20, 1991, and Jan. 9, 1992, he produced a false certificate of insurance …
